Turning a Floodplain into a Feature
Ottawa, Illinois occupies a remarkable position — at the meeting point of the Fox River, the Illinois River, and the historic Illinois & Michigan Canal. This is geography that shaped settlement and commerce for centuries. And for most of that time, the downtown waterfront remained underdeveloped, caught between the value of its location and the reality of periodic flooding.

The park design starts from that reality rather than around it. Resilience is not a feature added to the design — it is the organizing principle. Site topography, programming, and material choices are all calibrated to a waterfront that floods and recovers, that changes seasonally, and that needs to function before and after high-water events.
The central amphitheater anchors the park and gives the waterfront a reason to draw people downtown for specific events while also functioning as casual civic infrastructure on ordinary days. Active and passive recreation spaces are distributed throughout the 17-acre site to serve residents of different ages and interests — ensuring the park has a reason to be used in every season, not just in summer.
The project is also a piece of larger infrastructure: it completes the west leg of Ottawa’s river walk, creating a continuous pedestrian connection along the waterfront and repositioning downtown Ottawa as a destination with genuine regional appeal.
