Building and site relationships were unclear, pedestrian and vehicular circulation conflicted, and the district lacked the identity and cohesion expected of one of the university's most significant residential communities.

A District Made Whole 

East Halls is one of Penn State University Park's largest residential communities — 24 acres, approximately 5,000 beds, and a collection of buildings that had accumulated over time without a shared plan to hold them together. The spaces between buildings were undefined. Circulation was contested. The district didn't read as one place.

The vision plan set out to change that at every scale. The framework redefines relationships between buildings and the landscape, clarifies where pedestrians and vehicles belong, and establishes East Park Avenue as a legible, prominent edge that announces the district to the broader campus. Multiple quadrangles and open spaces are knit into a coherent residential precinct — one organized around connectivity, safety, and the kind of daily experience that makes living on campus something students actually value.

Major improvements span the full range of residential life. A new 330-bed residence hall anchors the plan. Thirteen existing residence halls are renovated. Programmed open spaces support active and passive recreation. Sports courts, dining terraces, and improved pedestrian networks give students places to be outside of their rooms — and reasons to use them. Detailed tree analysis and infrastructure planning embed long-term resilience into every phase of implementation.

The phasing strategy is where the plan delivered its most concrete impact. Through an acceleration study evaluating 16 different construction scenarios, the team reduced the projected build duration from 12 years to as few as 7 — a compression that made a 425-bed residence hall addition financially viable and brought critical improvements to students sooner. The plan is not just a vision. It is a schedule.
